Anti-Red Tape finds fake driver's license made at LTO HQ

It seems the LTO has a problem with employees that work alongside fixers at the agency’s headquarters in Quezon City.

Recently, a fixer who offered their illegal services was recently apprehended by authorities at the LTO Headquarters. But how were the authorities able to catch him?

According to the Anti-Red Tape Authority (ARTA), they received complaints about fixers hanging around the LTO Headquarters in Quezon City. Acting on this information, ARTA conducted surveillance operations outside the LTO HQ to verify the presence of fixers.

After confirming that there indeed fixers in the area, ARTA Deputy Director-General for Administration and Finance Carlos Quita volunteered to renew his license to lead the fixers in an entrapment operation.

Quita posed as a broker when he went to the LTO to have his license renewed. A certain Randy Albor then approached him and offered his services to the ARTA official. With it, they were able to breeze through the medical examination. But what was surprising was the fact that his overpriced license was apparently made inside the LTO HQ.

After acquiring his “renewed” driver’s license, members of the Criminal Investigation and Detection Group (CIDG) arrested Randy Albor outside the LTO’s gate in Quezon City. Albor will be charged for violation of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

Secretary Jeremiah Belgica, ARTA Director General, went to LTO HQ after the operation and placed posters at the cafeteria outside the government office; supposedly a hotspot for fixers. He also placed posters at the LTO HQ’s Public Assistance Area to remind the public that fixing should not be tolerated.

“Nakikiusap din ako, actually, sa mga taong bayan. Huwag po natin kunsintehin ang mga fixers kasi ang korapsyon is a two-way street,” said Belgica.

[I am also pleading, actually, with the people of the town. Let’s not condone the fixers because corruption is a two-way street]

Meanwhile, LTO Assistant Secretary Edgar Galvante echoed the Belgica’s sentiment and asked ARTA to turn over Quita’s license to verify if it is legitimate. According to Galvante, it would be difficult for fixers to copy the numerous security features in a legitimate driver’s license.

“Anong tulong na maibibigay sa kanila ng isang fake na license? Wala silang ano ron, ‘di ba, walang benefit na makukuha ron,” said Galvante.

[What help can a fake license give them? They don’t have anything, don’t they, there’s no benefit to be had]

If the driver’s license is proven to be legit and made within the LTO’s premises, does this mean the LTO has a problem with corrupt employees working with fixers? For now, the LTO will conduct a separate investigation regarding the matter, as is ARTA.
